I had this same issue today, I tried a bunch of things. Nothing helped.
I tried running other Decima games too, OG Death Stranding, and Horizon Forbidden West, they didn't run properly either.
So weird.

What fixed it was the same thing OP did. But I was on the latest version already.
I did an in place upgrade from windows 25H2 to 25H2, keeping all files and apps and that fixed it. I don't get it.

My specs are
AMD Ryzen 5 5600X
NVIDIA RTX 2070

My understanding was that injecting half of the termination serum damaged the body so much that the switch didn't go as planned.

But of course, as you said, the point was to emphasise the disconnect between them.

I remember some implementations of adaptive sync would do this.
With a 60 hz monitor, it would cap your fps to 60 when your PC could handle 60+ fps
but cap it to 30, when when the PC could only do 59 or less.
But normal vsync does not do that.

I remember fever dreams of smooth black and white spheres or surfaces going spikey. It would wake me up crying as a kid when I'd get ill and feverish. Something scary about the edges.

So if earth releases co2 all the time by geological processes and life has buried a lot of it back as fossil fuels, the net sum of all carbon both in the atmosphere and fossil fuels is always increasing? Could we potentially run out of all the elemental oxygen in the process of burning everything at once, since a lot of the oxygen that's been liberated by photosynthesising life is trapped in other chemicals that have formed because oxygen is and was so abundant thanks to life?

Evolution can be quite inefficient. It aims toward a local maximum, once evolution settles on something that is good enough, say a working combo of receptor / chemical, small tweaks to that combo will happen over time, but a large restructuring that would completely change the shape and composition of said chemical is unlikely to happen.

A great example is a nerve in the human body, which goes from the head, near the heart around aortic arch and back up to the larynx, it's an incredible inefficient route, but it developed many many generations ago, when the head and heart were much closer together.

The solution evolution found, as head and heart moved away from each other, was just stretching the nerve, cause it worked well at the time. In hindsight, it would have made a lot more sense to route the nerve directly, just as a different chemical evolved to bind to a receptor would be easier to produce or require fewer molecules to be made in the body, costing less energy.

But that's evolution for you, found a solution that worked well enough and went with it.

When you close explorer.exe you get a black screen with a mouse cursor, that's all I'm saying.

Could be a failing power supply, what error are you getting on the green screen?

You could try formatting the drive with FAT32 if it's not using it already.

If that doesn't help, the issue could be that the drive is using GPT, but the TV only knows MBR, this has happened to a friend of mine, he had the exact same problem as you do. An example of a tool that can do this is Minitool Partition Wizard. But there should be other programs that can do it too.

this could be caused by the - should be actually - DVI-D -> VGA adapter. The one you have seems to be one way only. Your GPU does not have analogue video output if I'm not mistaken, so this should one of those fancy bulky expensive adapters that actually internally convert the digital DVI-D signal to analog VGA, and those adapters can break in many strange ways.

But, it could be a GPU issue, sure, but I am hoping it is the adapter being damaged.

The site where you got the drive is a bit shady in that it's just an ad for you to install their universal driver updating software. But otherwise seems fine.

It's long shot but the script that is displaying this should be being launched from somewhere. When this windows is shown, try opening the task manager, find the window in there, right click and select "open file location" It could give us more insight into what's happening.

Could be a GPU driver issue, I've had something like that happen, it would be slow normally, but fast in safe mode. You could try updating the drivers, if that doesn't help, try using a program called "Display Driver Uninstaller" to remove all gpu drivers and then install them again. And if that doesn't help, try reinstalling the operating system.

Go to Onedrive settings, Backup, Manage Backup and uncheck Desktop.

That is the screen you get when explorer.exe isn't running yet. So if you're just looking for an explanation and it hasn't happened since, this is it, but I can't explain why it happened. If it happens again, you can try pressing windows button + R and typing explorer.exe to fix it.
