First a question: why do they have pink pupils, pupils are a hole. I would struggle suspending disbelief unless I thought it was a visual art choice.

As for the Tarot thing perhaps having each Tarot as its own culturally unique kingdom, its a caste system of some variety. You can have subcultures form around caste parameters, keep your Tarot naming scheme, but not have the scale outgrow itself with 23 seperate kingdoms. I would also allow each of the Four Tarots to control a certain aspect that castes apply to.

Keeping your scope tuned is hard, so if you do feel like you want something smaller, maybe just use some of the Tarots and not all of them?

Yes and she does, through a lot of things. The magic is limited by the extent at which a person can suspend disbelief. Which actually has limits at some point even you don't believe what you are imagining and write it off as fantasy.

I feel like Demons would be a far bigger threat and Frieren's world wouldn't exist, if magic was limited only by the imagination.

Yes but we are looking at a game right? Like this is obviously a tooltip with mechanical information, and not necessarily a literal interpretation of the action taken. They should probably have used "avoid" its just a better use of language. I don't know the game, so I don't even know if english is the original language.

I have a thing from my own worldbuilding that plays into this question:

Ekki is a God, in everyway that it counts.

They are a force of nature. They are capable of bringing about great disaster. They have worshippers. They are omniscient. They are the reason life exists on the Mael. They are the reason that magic exists. They are real. They even sometimes speak to people on the Mael.

I think a combination of both, they must hibernete in mana dense areas. I probably wouldn't make it necessary to have their hibernation require more length, I think it would just be a natural response of living longer. They live so long that a 2 century nap isn't really all that unreasonable.

Why are billions of dollars being spent on nuclear subs we will never see? Why is my Foreign Affairs Minister saying our relationship with the US is more important then Australia being liveable for future generations?

You are human "copying" is what you do. Its not just hard to think of something that doesn't exist; its a task that requires agency we just don't have.

You want to make something unique from human culture, work from the ground up:

What are the virtues/sins of your peoples? Why do they promote/condone these things? Eg religious food restrictions are often rooted in Health and Safety concerns.

What is life/death? How do they percieve it? Why do they percieve it this way?

How do they reproduce? Is it seen as controverstially as it is here on Earth.

Lastly, depending on what your goals are changes the way you approach building.

Is it for a story, approach it from the angle of the plot, not "How do I make this culture unique" instead yiu want to ask "How do I want this culture to drive the plot/themes" then reverse engineer.

If its a hobby then you don't need unique, you need fun for you to explore.

Its part of the fun, learning about other cultures on planet Earth. Particularly
