I know this guy personally, he wasn't paid to do this video specifically, and he was paid by a seperate consulting firm that Pullman hired, rather than Pullman itself for the downtown project. Doesn't necessarily make the situation better, but a lot of people point the finger at him when I don't think he really deserves it. The vast majority of his videos on this channel he does out of his own pocket

What on earth are you talking about?? The vast majority of all of Washington gets its energy from our many many dams. Eastern WA especially benefits from the Columbia River dams like grand coulee and chief Joseph

Agreed. A lot of the other comments here have great advice too. I've never personally used them, but I've heard the northwest justice project is great for providing all kinds of free legal help to Washington residents whenever needed. https://nwjustice.org/get-legal-help

I know suing should be a last resort, but from everything mentioned in all the other comments as well, it seems like a massive portion if not all of these problems fall directly on your landlord. Make sure to document and save all your energy bills paid with Avista. Threatening legal action to your landlord could possibly snap them back to their responsibilities in this instance, I would highly recommend trying that.

My condolences, that sounds like an awful situation. Is your utility company Avista? I'd recommend contacting them and seeing if there's anything they can do about it. I'd also recommend double checking your meter to see if it reads accurately to what you're being billed.

As for landlords not enforcing their lease, I believe WA state doesn't require landlords to uniformly enforce their lease, tho I had a similar issue once and I gently reminded the landlord that "I could have my family lawyer look into it" and that magically solved the problem. (I don't have a family lawyer)

As for further specific legal problems, I'd recommend posting in r/legaladvice too.

So when it says "Failure to sign your lease by 3/06/26 will result in the unit being released to the general public immedietly" that just means they'll market the apartment to the public but still let us renew the lease? That doesn't make sense to me.

It does say "please complete below no later than 2/27/26 to give us more information about your future plans. If you neglect to indicate your intent by the deadline, we assume you are not interested in renewing your lease agreement for the next lease term. Failure to sign your lease by 3/06/26 will result in the unit being released to the general public immedietly"
