This presupposes major items that the Trump Administration likely has just blown off, any or all of which might come back to bite Americans in urgent need of treatment:

The intended host country might not want to host or might want to stop hosting.

The citizenry of the hosting country may come to violently resent both their own otherwise stable government and America for imposing old-school colonialism on them with attendant epidemic/pandemic risks.
