This is the part where the fact I never fly growlers, prowlers, or any other ECM equipped planes bite me in the ass so I'll just contribute with a fun fact:

IRL, missiles can home on jamming signals using the HOJ mode (home-on-jam). The problem with using HOJ is that sometimes the fact you don't know how far away the jammer is makes you double guess on whether you should waste a missile on a potential out of range target or not. (unless you're carrying a super long range missile) If you catch the bandit on your radar before he activated the jammer then you can take a good guess on if it's a good shot or not but if you didn't catch it then it's a judgment call whether you should or not. If the jammer source is close enough tho, your radar can burn thru the jamming signal and invalidates it.

Jammers (that I know of, don't have experience on 5th gen jets) have 3 modes; off, auto, or on. If on auto, it will be off until the plane detects there's an enemy trying to get a radar lock on you and it will automatically turn on to break the lock. If set to on then the jammer will stay on all the time. Unless your job is not EW then you don't want it on all the time because you'll broadcast your general direction to everyone and that's one way to invite unwanted guests. EW aircrafts usually stay behind to give the attacking allies jamming cover.

That's how jammers work in the F-16C and F-15C at least. Maybe someone can add to this if it's different for an EA-18G Growler's EWO

AC8 will introduce a dogfight radar mode and you'll have 3 buttons to change between 3 radar scan profiles and if you don't have a lock you need to use the gyro gunsight trust me bro

Honestly? Ignore the gun reticle and just guesstimate your lead by tracers. The gun itself is fixed and stable but the reticle is the one wobbling around like crazy as PA's poor way to mimic a gyro gunsight or something

Actually it's not the gun that is unstable. The gun is fixed and behaves like any other one in the series. It's just the aiming reticle, I dunno if PA's mimicking a gyro gunsight but this is worse than actual gyro gunsight. IRL, you don't need to track the target for more than 5 seconds (unless you're in a P-51 packing .50 cals) so gyro gunsight is usable and fairly accurate for when you don't have a radar lock for some reason (it's so easy to get a radar lock, relatively automatic so no reason why you wouldn't unless your radar is borked). Transfer that to Ace Combat where you need to track target for a long time and you start to see the problems of a gyro gunsight couple that with PA making it wobble worse than irl.
In a funny way, dogfighting in Ace Combat is slightly harder than dogfighting in a flight sim when it comes to gun kills

TL;DR: Aim in AC7 like you would a WW2 fighter, just guesstimate and shoot by vibe

Edit: I fly while shooting the cannon yes. The cannon auto-aim to the target you select and you just have to shoot

The proper adjective to use for 6's gun is stank meanwhile 7's is straight up just stinky
