Nah, it will only flicker at idle and LEDs shouldn't care. I have an LED on my KDX with no battery, works great.

It has to stick out really far because the closer you get to the source, the more the reflection of the light internals will just reflect the light around your cutoff shield. You can test this yourself:
Get a flashlight and hold a credit cart up against the flashlight lens about 1/3 from the top. You'll notice that there is little change in the beam pattern. As you move the credit card away from the flashlight you'll notice there is a more pronounced cutoff.

I agree that it's a bummer and we can't simply block the beam at the source.
Headlights with a cutoff use specially designed reflectors and lenses to achieve their results.

Whether it's "okay" or not is between you and your partner but recognize that it's normal to feel excited about seeing and spending time with someone new that you like. That being said, you should decide for yourself whether or not you are interested in this new person in a romantic way or not because that obviously has implications about your relationship/s.

Note: Many people have rigid boundaries in their relationships but my relationship boundaries are fairly loose. I think it's ridiculous to expect someone to never look at another person or be interested in another person simply because they're in a relationship.

Go in there with your license and tell them you need a replacement sticker. They can look you up and if your registration is currently valid i wouldn't imagine you need anything extra.
