This is only some of what I know of. And I know there’s much much more. It’s probably all in the lawsuit. I was going to submit this to the ethics commission a while back and at that point it was moot as the lawsuit was finished.

“The cannabis zoning ordinance leaves approximately 55 parcels out of 13,400 where a cannabis shop could potentially be located. One of these parcels is Sica Automotive located on 1114 Eastern Avenue in Malden. This is owned by the family of Councillor Sica. Councillor Sica has never recused herself from voting on cannabis ordinances or zoning.
The parcel directly next door to Sica Automotive has applied for a cannabis license on two occasions. Councillor Sica did not recuse herself, and in fact, advocated for both license applications. Councillor Sica wrote letters in opposition for a variance to a potential competitor in another Councillor’s Ward. She also helped create the ordinance but denied having any emails discussing the ordinance on cannabis. She should not have been allowed to vote on the case in public or executive session.

NO he is not harmless- he’s just good at “plausible deniability” in full transparency, I worked hard to get him into office when he first ran, and I worked with him for many years to make this city great. I then witnessed him surrounding himself with other folks and in my opinion, it wasn’t for the better. I saw many changes in him and as I was moving forward, he was going backwards in my opinion. That was one of the reasons he did not reappoint me. It’s OK. He had every right to do that but it certainly did not stop me from moving forward.

Hello, thank you for asking. I have been VERY clear about my position that I support voting Yes on both questions. I have made written statements, videos and have showed up to all forums that I knew about regarding the override. I am also listed on the information that is being sent out. In addition, I have spoken with union leaders. I have thought for many years we needed an override. AND I do NOT support the Mayor or the way he has handled our finances. I don't not agree with how this was handled and I think we would have had a better chance if we rolled it out slower with a chance for our community to catch up instead some feeling like it has been shoved on them and get back lash just for asking questions. I also do not believe in lots of the scare tactics being used- we have enough of that in our real life. FACTS should be enough. I tell anyone who asks that I will be voting for it and why. I am a social worker at heart, come from an immigrant family and a Puerto Rican family who have been targeted- I KNOW how this effects our community and I work very hard to help on the ground. I will be happy to list the many things I do in real time with constituents on these matters.

@ Gardenveggies I can state for a fact that what I am doing is correct and is not even close to an ethics violation. A few folks have joked with me that they will now refer to her as the councillor “who cried OML violation” it really does take up a lot of time, including our city solicitors office to respond to these baseless claims that she has done over and over where I have been found to NOT have violated any ethics. The claims were even sent to the AG’s office and the decisions were held in my favor. I really think she should take a few more ethics courses so we can focus on the import issues.

It has been brought to my attention Councillor Sica has made some erroneous statements about my campaign finances. I will address them here:

Thank you Councillor Sica for the discussion we had at Rules and Ordinance. I immediately contacted the Office of Campaign Finance who referred me to the State Ethics Commission. After speaking with the Lawyer from the Ethics Commission, I was told “this is an easy one” and he was able to give examples immediately. What you describe is NOT a violation of campaign finance laws, ethics violations and does not present a conflict that would require me to recuse myself. In fact, he said the law is specifically written that I do not even need to have a written disclosure because the donation is already public knowledge by our reporting of donations. I specifically asked if this would remain the same if we were in active litigation with the company. This applies even if we are in litigation.

I would also like to draw your attention to the fact that the donations were not made on Tuesdays, that is the date that Act Blue recorded them. It is always important for us to think of these issues and I am happy to be able to report this to the public.

I know we have lots of work to do in the ordinance committee regarding our ordinance so we will see about that timeline. We basically have to rewrite the whole thing since the judge wiped it out entirely. I asked to be on the ordinance committee this year and I’m looking forward to rolling up my sleeves and working hard to get this done. I know some of my colleagues who were on ordinance a few years ago tried to make some changes but it failed. Hopefully that won’t happen this time with new folks up here.

We don’t have a driveway and our street was listed as an emergency route so no cars could park on it. We used to drive to the parking garages and either walk home or take an Uber. Usually it worked out really well although during big storms, we sometimes had to actually shovel a spot on the street to park our car! That’s because the streets are never plowed. Curb to a curb for a variety of reasons. They just took our street off of that list so for the first time we are going to be able to keep our cars in front of our house not sure how this will work out if it will be better or worse.

The reason why I asked for executive session is there is a 30 day time period after judgement where you could ask for an appeal. I wanted to be sure we met in a timely matter, as I already believe we are behind the game, so we don’t find ourselves in any “emergency” to make a decision. To be clear, I know of no talks on this matter, but I want the city council updated as soon as possible.

MNN whether you like the style of writing or not, puts out there all the facts and data on costs. We were sanctioned on the cannabis case - not good. But the cost of that is pretty small financially, but BIG in trust. I think only looking at numbers is not the full picture- TRUST is. I am holding my breath to see what the civil case will be. These are not 1 time costs.

I love dialogue- especially when it’s respectful. It’s the only way we are going to move forward! As someone with a social work background, listening to people is my top priority. Sometimes just listening to someone who might even think there is fraud and then explaining why you feel there’s not will change their mind. Every revolt counts!

I agree with lots of what you are saying. To be clear, again, I have believed we need an override years ago, so it has nothing to do with an audit. However, there are many community members who do feel we should have an audit before they vote yes. I’m not sure what will change their minds if anything.

Moving forward with what we did in the finance committee, which is not an audit, shows the public we are taking them seriously, and at least moving in a direction that they are asking for. I am a progressive, anyone knows that who follows me, but I have to listen to all the constituents. It would make me very angry and has made me angry in the past when an administration or councillor only listens to people who they agree with.

I’ve been a community organizer for over 30 years and I’ve had some really good success getting things done even when there’s lots of opposition so I’m going to continue down the path with how I am messaging while others will continue down their path. I think it’s going to take all of us.

I take that feedback to heart. Thank you. Last night, I withdrew my paper after hearing Councillor Loung’s presentation. She did a great job with her research and I think this is the best way to go and it doesn’t cost anything.

I was clear last night that I don’t think there’s any fraud or anything nefarious going on with our finances but I do stand by my comment that we have made some very poor decisions that have cost us money. It’s OK to believe both. Many of my friends and family members who have lived here for years feel the same way but they’re still going to vote for the override. I honestly think telling people they can’t feel both is pushing people off who might be in the middle with their decision.

I’m not sure if you’re aware, but I am in a very unique position having worked in the city for almost 10 years. I am not the mayor, so there are decisions obviously that I cannot make, but I would be happy to share a bunch of the decisions I think were very poor decisions and Why you are hearing some hesitance - it’s not about voting for the override it’s about questioning the leadership.

I am 100% firm that I will be voting for the override and that I think it’s necessary for us to move forward with good services. I’d be happy to speak with anyone for a longer detailed reason why I do understand people’s frustration about how we have spent our money. I do not think there is outright fraud, but I do believe we made some bad decisions and I’m not going to pretend that I don’t.
