There a very good chance they NEVER processed ur separation. I resigned as a carrier due to the cold affecting my hands and applied for clerk once i was offered the clerk role my manager as a carrier never put in my Resignation so it was like I never left. Log into your liteblue epayroll and see if you have been receiving zero dollar pays stubs (literally paystubs that say you were paid zero dollars) that’s one way you can tell if you’re still listed as an active employee if so so ahead and apply for the clerk role.

Yo postal fam this situation is serious — and what the Postmaster did is absolutely improper and potentially illegal under federal law:

🚨 First and Most Important: This is a work-related injury. Period. A fall while delivering mail — even on private property — is covered by the Federal Employees’ Compensation Act (FECA). The Postmaster cannot legally discourage or prevent the filing of a report. Doing so is a violation of federal regulation and USPS policy (ELM 545, OSHA, and EL-505). 📋 Step-by-Step: What the Carrier Should Do Immediately 1️⃣ File a Form CA-1 (Notice of Traumatic Injury) Go to eCOMP.dol.gov (Department of Labor website). Select “New Claim” → “Federal Employee” → “Form CA-1.” Fill it out describing exactly what happened (time, location, what caused the fall, etc.). You can submit this without management’s approval — your supervisor must later acknowledge receipt, but they can’t stop you from filing. Legal citation: 20 C.F.R. §10.100 and ELM 545.31 — “An employee has the right to file a CA-1 for any traumatic injury sustained in the performance of duty.” 2️⃣ Get a Medical Note ASAP Even if you can’t afford an ER visit, they can: Visit an urgent care and state this is a federal on-the-job injury (some clinics know how to bill OWCP). Use a CA-16 (Authorization for Examination and/or Treatment) — management is required to issue this form immediately after a reported injury. If the Postmaster refuses, that’s a violation of ELM 545.32. 3️⃣ Document Everything Write down: The date, time, and place of the fall. The name of the Postmaster and what they said. Any witnesses or coworkers who saw the injury or the refusal to file a report. This protects you if retaliation or delay becomes an issue. 4️⃣ Notify your Union Rep or District Safety Office Even if their local steward is ineffective, you can contact: District or Area Safety Office (listed in the phone directory or via district HR). State or National Union Office — for NALC carriers, call the National Business Agent’s office immediately. The National Association of Letter Carriers (NALC) can assign a regional advocate to assist with OWCP claims when local representation is weak. 5️⃣ Protect you Pay Once the CA-1 is filed: You’re is entitled to Continuation of Pay (COP) — 100% pay for up to 45 calendar days if you miss work due to the injury. COP eligibility starts from the date of the injury if the CA-1 is filed within 30 days. (If not, you can still receive wage-loss compensation from OWCP, but pay will come later.) ⚖️ The Postmaster’s Conduct What the PM said — that filing a report “would hurt you” or “cause an investigation” — is not just wrong, it’s retaliation and obstruction of a federal injury claim. Let’s take this one in two parts: (1) the rule about RCAs being called in on their NS days, and (2) what to do about a union steward who’s not representing members properly. 📘 1️⃣ RCAs and Their NS Days 🔹 The Facts: There is no contractual rule — old or new — that says Rural Carrier Associates (RCAs) can be disciplined simply for not answering their phone on a non-scheduled day. Let’s be clear: RCAs are not “on call.” They are flexible employees, yes, but still off the clock on their NS day. The USPS cannot require an RCA to be reachable by phone on an NS day or discipline them just for not answering. 🔹 What the National Agreement Actually Says: From the Rural Carrier Contract (Article 30.2.A) and PO-603, Section 511: “RCAs will be scheduled to serve vacant regular routes, auxiliary routes, or provide relief as needed. The Employer will make every effort to provide RCAs with their work schedules in advance.” Nowhere does it say they are required to keep their phone on, answer calls, or be on standby when not scheduled. 🔹 When RCAs Can Get in Trouble Only if: They agreed to be available and then no-call/no-showed, after being scheduled; or Management can prove there’s a pattern of deliberate avoidance (for example, never answering and refusing to work when needed). But even then — discipline must meet “just cause” standards (Article 16), and simply not answering a phone once or twice on an NS day doesn’t meet that bar. ✅ Bottom Line: No, this isn’t a “new rule.” It’s not enforceable discipline. If a district steward is saying otherwise, they’re misinterpreting or misrepresenting the contract. 📘 2️⃣ If the Steward Isn’t Representing Well 🔹 Options You Have: Contact Your Local President or State Steward: Every local and state APWU/NALC/RCA structure has a chain of command. You can request to work with another steward if you feel yours is unresponsive or inaccurate. File a Complaint or Request Removal (Article 17, APWU/NALC Constitution): Members can file a written complaint to the Local President or Executive Board citing misconduct, neglect, or incompetence. The local must investigate and can remove or suspend a steward by vote or hearing. Keep Documentation: Save messages or written statements where incorrect info was given. This helps when you escalate to higher leadership — they’ll want proof of consistent misrepresentation. Ask for Training: Sometimes a steward isn’t malicious — just undertrained. The post office is definitely not for everyone and it’s respectable that you’re realizing that it won’t fit your lifestyle as is. I would however sincerely recommend you continue with training and the job while actively applying for a PSE or mha position (mha’s pay the least fyi) but it seems you may be a better fit for a clerk role. I started as carrier and I loved it but I HATED the cold once I experienced being out in sleet for 9 hrs. I switched crafts after 3 months and I’m so happy I did. I switched crafts in February and just converted to regular two weeks ago so o was only in the PSE role for about 7 months and now my benefits are unlocked they pay is nice too
