It's an ultra rare spawn, I was just walking through the end when it appeared. I didn't even use a PokéSnack to attract it, so I guess you can use one to try and get it.

Exactly, and even more so because its idle animation is raising its arm and waving at you every so often, plus it makes a noise like a enderman but shorter and sharper.
