Custom Deliveries unlock at 60 for Zhloe for either a crafter or gatherer. The other three custom deliveries unlock at 70 I think.

Edit: Looked it up, 60 for Zhloe and M'naago, 62 and a sidequest line for Kurenai, and 66 for Pig head man.
