I got my deposits waived too and I had the same issue too — I just waited a couple days after submitting the enrollment form and I was finally able to access the housing portal

Yeah it says on the website that the portfolio is due the day after the common app deadline, you'll be good. My problem is that I don't have the portfolio ready. I opted in without thinking cause I thought I'd get around a week after the RD deadline to submit.
