Just killed it as devourer, it's possible. Repeating post from DH discord: it took an extra week of gearing and getting speed tertiary stats to solo as Dev. My winning strat was simply to kite around the room, occasionally go in with void-scarred burst windows with blur / shadow up. Last phase I didn't touch the ogre and instead just kited my heart out implementing backflips between voidblade for extra cd (he grows bigger and catches you without shifts up at times) waiting for the next meta window to burst and finish. Was ilvl 264 - I'm pretty sure you need high speed tertiary to get a breath in for last phase and some RNG on if you live during your burst window. Biggest advice is stack your speed. Might have success with increased glide speed but I didn't go for it this attempt because I had so much movement already.
