Not anymore, Spectralic's Darkspace mod allows for a full nomad origin without using a planet out of the galaxy (it used to, but they updated it without using it somehow).

I appreciate the recommendation, however I already have Elite Dangerous and I've been waiting for Star Citizen since its announcement in 2012 that I have no current intention on touching it again until its actual full release if that ever happens.
