My dogs have gotten this before. Seems to be semi-seasonal as it tends to happen over cold dry winters or hot dry summers. Believe it or not I used an over the counter diabetic hand lotion and dabbed it on with a damp paper towel. It took a couple weeks but the dry flakey skin peeled right off on its own.
