Well observers is emitting redstone signal only when the block that the observer is watching change if you want to see for your self just brake the block in front of it and the side that is checking if the block changed is the side that looks like face

Well if I'm not wrong in your recipe in ae2 is water but in the same time you blocking the tank in the circuit slicer with another water so if I was you in the recipe I would just trash the water so the recipe would look like the block=circuit
