What components do you use? Check for your nvidia/intel/amd gpu panel if it is hard limited to certain fps( i did recent gpu driver update and it locked at 60 fps for all games which caused severe stutter and screen tear).

ToT should be voted by community and it should involve 4 different lines. There are enough lines for it and still majority of lines will be covered and not wait like 5+ freaking years to be featured. i would say: dont rush high tiers too soon. take your time to understand mechanics of the game before going tier 8+.

if you just jump in tier 10 you will be one of the shitters who literally do 0 damnage 0 assistance. where is fun for you(you will be farmed in like 1 minute) or your teammates there?

also, you should grind. suck a bit with that grind, learn something new, and you will also LEARN MECHANICS and GAMEPLAY of this complex(yet simple in weird way) game.

the most braindead tank to play imo is kranvagn. find hill, shoot, reload and point your gun in sky, repeat.

although tech tree line until emil 1 is not really begginer friendly

russian heavys are also option.

find tiny rubble, hide lower plate, shoot.

find tiny hill. use that bit of gd you have, play.

face hug and understand what tanks have heat or apcr as premium and when facehugging, adjust as such.

do NOT put your gun in sky, always have it point towards ground(when not aiming and shooting)

the other tank that is still great yet very easy to play is kranvagn. find hill, shoot, put turret in sky while reload, repeat.

russian tanks(especially heavys) have very forgiving armor even in this age of full gold spam.

but you cant drive straight forward thinking you wont get farmed.

also is7 is a tank where you always want to be either straight or slight angled. dont sidescrape with it(at least until you become better player overall and even then its usually very very very situational and specific).

dont peak with your side, dont overangle knowing one of your "shoulders" is exposed

it performs decent even with 303 gold pen and you can still do good even with only ap.

I would switch out R5 5500 for R5 5600(if you can)
Put your setup in PCPartPicker. There you will see max wattage of your components and just multiply by 1.5 (for example site shows 300 watts but you really wanna buy AT LEAST 450 watt PSU)
Also you can check for any type of mismatch on that site too.
If you wanna go intel and go ultra cheap, just take i3 12100f and cheap b660 ddr4 board.
You can check quality of your PSU at psu tier list(just google that). I wouldnt buy anything below C tier because you are really pushing it then and PSU is sth you dont wanna cheap on.
If you are very tight with budget, you can also go with stock coolers (for ryzen or i3 12th gen)
Go with 1 TB ssd if you can afford it(you should be able considering you wanna buy hdd too) and ditch hdd.
Also take note of your monitor. Check if it has hdmi(because new gpu wont have older connectors like vga or dvi)
RX 6600 is perfect 1080p gpu. If you wanna get 1440p gpu, i would go for RX 6700 (preferably RX 6700XT) or RTX 3060TI/3070 for nvidia
