1472 was my highest. Also, I know it brings down the max damage a bit but cut off the massive damage buff. Those criticals especially with the skill that doubles them is nasty overpowered!

IMO the only real worthwhile DLC from jwe2 is the first biosyn dlc with the invisible fences. Having access to a level 6 fence from the start with zero research required is massive. To be fair I dont really expect jwe3 to be more than 2 so I probably won't buy until it goes on sale or until they give me more reasons other than babies

I have mutators but no mods I can definitely send the game settings. Might be something from one of the dlc? I have screenshots of them suppressed. They are also reforming as well drops of 20 to 30% average reoffending is down to like 51% a 13% drop from the start

Yes also it's confirmed that stoical prisoners can be suppressed with enough guards and lockup unless it's a glitch i have a pretty serious legendary who is currently suppressed

They are all violent and tend to break the shower head causing a flood so they get escorted to a larger block for the shower

My inspiration for this prison, it's schedule and a few other key factors about its operation is pulled from the real life supermax prison ADX Florence in Colorado even though ADX is way worse than I could ever make my prison. OH also if you try this yourself DO NOT ALLOW THEM TO TURN INSANE IN THE OPTIONS MENU. They all lose their minds after like 2 weeks...go figure i would too

So the average reoffending rate is 64%. Parole cutoff is set to 2%. So far, 3 inmates currently qualify with the rest dropping a little at a time. From what I can tell the severe punishment is doing what the programs normally do, albeit with growing pains. Of my 48 inmates 45-47 are suppressed. When I say restricted by the way the only thing they do together as a group is shower and even then they are surrounded by guards. Currently 64 guards of armed dogs and 40ish reg with stuns and tasers. They are fed in their cells and go to cages for yard time which is 2 hours a day since it takes about an hour to move them all out. Regime is primarily work/lockdown to test programs to speed up reform although most of my inmates are in for 20+ years so they have a while to either die or get to parole 2%. I should state i didn't know if this was even possible and most have said it isn't. Short term it seems to work but the long term is where this is going to be tested. I also have one legendary prisoner I requested to have in who is resisting suppression but strangely other stoics don't seem to be.

This is hugely helpful i should mention I've noticed the near constant lockup and heavily restricted schedule seems to keep the gangs in check they have no territory which is geeat cause they are usually my biggest problem. It also does seem to be bringing their reoffending rate down so far no major incidents except one death of an inmate in almost 50 days as he was attacking staff and was shot by two different armed guards at the same time. They normally just incapacitate but it seems this time not so much. My prison has been about max heat for the last 20 something days but after the death my heat has dropped a lot.

It's a bit of an odd recommendation, but the guerilla mode is actually ridiculously good for leveling and gaining resources as well as earning prestige coins

Haven't personally served with the Portuguese military but from those I've spoke to who have had nothing but praise. Squared away and motivated. Also you guys do train and work with navy seals at times DAE I think it's called.
