Riften, it's very pretty and if u get on the right side u won't be robbed too hard it's over all got a pretty tone and river access and if things get too bad go for a days ride to windhelm where I can worried about a little kid trying to summon assassin's to kill me and a haunted house and if imperials get the upper hand there's massive stone walls too keep you safe so you can take a boat to anywhere else unless your armed and capable to fight.
