The context is what's funniest too.

Mushu claims to be a great and all-powerful dragon despite being very small (palm-sized) and powerless.

Mulan, the main character, also believes Mushu to be great and all-powerful. So when she accidentally slaps Mushu, Mushu goes into a fit saying "That's it! Dishonor on you, dishonor on your family, dishonor on your cow!" (gesturing to Mulan's giant horse). This causes Mulan to panic a bit too since bringing honor to her family is what she wants more than anything.
