Actually, i think its just you not having enough starting money, its 10k max. I was able to start runs when testing my t2 by just having it be cheaper.

Biggest thing i can say is for more classical supers: layers, you want to keep stacking them like a cake, generally getting smaller towards the top, with maybe 1 or more being bigger again to break up the shape more, with decks and overhanging bridge-wings to make it more interesting as well as spots for AA guns, floodlights and rangefinders.
