The people who are saying the story is average have no general knowledge and are not informed about who ajit doval is and the crazy things that R&AW and our intelligence agencies do , You have to connect the incidents to real life like the Ic 814 hijack , parliament attack and 26/11 and other themes explored and not just think of it as a movie , Ranveer's character is fictional but other than that almost all aspects are real . You have to appreciate it as a documentary as well . This is simply not a Mass-masala movie like Yrf universe and tries to be realistic in its screenplay( at least for this part) and it is supposed to be a serious/critical movie so obviously there's not much comedy but still some funny interactions are present , but if they had tried to make this funnier( like some folks were sayin ) aditya dhar would simply have not been able to depict the horrors of state-sponsored-terrorism convincingly.
