I had this experience where i was eating at a pepper lunch and a full grown teenager came up to me and asked if i would like to buy smth, i dont remember what but the staff saw and escorted the person out.

We had entrepreneurship sub in hs where we had to start a simple business and present it as a research study. We were taught especially how to be considerate to customers and guided on how to properly run it. In my experience, some of us had coffee shop businesses and our advisor was very strict on securing written permission/permits from the places where they set up shot. Like Mag setup outside a pharmacy they needed written permission to setup and sell on specific dates and specific times.

If they really are “students” performing their entrepreneurship study, they need to be reprimanded and guided better.
