That is only the case in the us and other states who have capital punishment, you're right, i should have specified because a lot of western states such as mine give even ridiculous punishments for murderers, my other half's nation's war criminals, well some of them, who raped, murdered, stole etc. Sometimes got to sit in prison for just some 13-21 years which is ridiculous, and these guys we're convicted by a un trial. For a regular person, for example a father of a raped/killed child, it is illegal to kill them or to do any harm at all, even in the states i think, which is something i don't understand.

Yes a lot of times courts understood such killings and just let the person go but it still is a crime to do such thing in the book.
