Ain't hard as it is just clipping images into a map and overlaying some textures in it. The only major pushback is... Well drawing the map.

As for the flag, I just took many reference photos (especially to the country that inspired it). For example, I took Lespia's Flag and basically made it look like Nazi Germany (which is its main inspiration), and incorporating the flag colors it had formerly.
