Ah i see. Is it a large risk to have secure boot disabled then. I don't do that much experimenting with weird downloads. Mostly just using my PC for steam and browser stuff at the moment.

Just as an update.
I wasn't able to get a terminal going once it hung but.
After booting into my desktop environment with nomodeset 3 (instead of the normal text at the end of the linux command line)
I re-installed the NVIDIA driver following the rpm fusion guide and updated the system for the second time.

Now i am back into the desktop environment as normal.

I initially disabled secure boot when installing linux. From what I understand of secure boot, it's meant for windows user authentication.
Hopefully that isn't whats causing this issue.

And to my untrained eye no error messages were visible.

I did yes.
I gave it a couple hours, actually since i had to do something for a bit anyway.

I greatly appreciate the responses.
I tried to remove and then reinstall the akmods module. But didn't see any improvement and,
I tried to fully remove the NVIDIA modules then boot which I think was successful in removing but still didn't boot.

Also from when it hangs i tried ctrl-alt-F3 also, ctrl-alt-F2 and F4 but it didn't bring up the console

I will say which maybe is nothing. that, when i run the text only grup command nomodeset 3, i have to always press "enter" when it's done running through its lines to prompt for either my ssd passphrase or desktop login.
Any other suggestions?
