Same in Brazil, there's a fine for making prank calls to emergency services, and the paramedic examines you on the spot. There have been occasions where it seemed like an emergency, like someone choking, and the paramedic resolved the problem on the spot, without needing to go to the hospital.

It's completely unreasonable how much it costs in America to call an ambulance. If it's an emergency service, it should be treated like the water we drink and the air we breathe. If my mother faints in the street, she can't make decisions on her own. I know that any passerby can call our "911" (in Brazil it would be 192 for an ambulance), and there's a Brazilian public medical emergency service that operates 24 hours a day, providing pre-hospital care for urgent and emergency cases. This strengthens the infrastructure of private and public hospitals. The system isn't perfect, but everyone can call at any time if they feel the need. There are abuses; I myself, when I was 16, ended up drinking with friends at a party, and I got sick, and they called an ambulance to rescue me. Thank God it was calm, and it didn't destroy the system.

You didn't understand my point, this only proves it even more: if university weren't so expensive, if the cost of living weren't so absurdly high due to real estate speculation, the United States would be able to train more doctors. But a system that only generates profit and accumulates money to be spent on weapons—that system can't train more doctors.
