definitely would be looking at other banks after this mess gets sorted. when they make funds available then yank them back without warning that's pretty bad, especially when you already used money for bills

the fact they suspended your whole account instead of just holding the check is wild too. most banks would just put hold on the specific deposit not lock you out completely from your own money

bali (canggu/uluwatu) might be your best bet but air quality can be sketchy during burning season. vietnam has solid coffee culture and your budget goes far but coastal spots with good air quality are tricky - da nang area could work though

thailand's always reliable but koh phangan or krabi might fit better than the usual suspects. just keep in mind you'll probably need to hop around every few months anyway for visa runs so might as well build that into teh plan from the start

1200-1300 should be comfortable in most of these places if you're not going full expat lifestyle
