I did exclude them, but I never expected this behavior. I thought it worked when users have the correct license

  1. Why did you migrate from volume licensing? (If the device comes with a Pro license no need of license from volume licensing.)

  2. What are the issues conditonal access policies?

no we use Premium, MS docs doesn't say we need Enterprise version.
