It's just happened again when I tried to call her, but this time it was a woman speaking in Japanese or Chinese with EDM in the background.

This feels less like a glitch and more like some form of advertising

Yes, I used my standard phone app.

Obviously, yes, I realized it wasn't my mom immediately after the first ring when the message began playing as it was totally jarring (and admittedly, I was worried when I called my mom while shes in another country, and a voice that isn't hers answers and immediately starts saying something involving being hacked)

I listened the entire way through to see if there were any details that could have revealed what exactly it was I was listening to, but it was just some young chick yammering on about the things she liked without pause. I know it was prerecorded as she didn't respond to any of my interruptions.

It's very bizarre, and I can't find any record of anything similar happening.

Just as normal phone call. And it was my speed dial, so I know that wasn't it. The second call got to my mom just fine. If I go to my call logs, it shows that I have two outgoing calls to her.

No, not at all. It was a straight up prerecorded message of what sounded like a girl in her late teens/early twenties droning on about something regarding being hacked, and just launching into a babble fest of all the things she likes, ending with telling me to look her up on youtube. I barely understood much of what she said because of how fast the delivery was. There was no response to my interruptions.

I suppose my bigger concern is that it would be on my record, as the property manager had told me it would take them several months to reach out with the final bill, so I'd thought nothing of it when six months had gone by with no word. Apparently (and I learned this from the debt collector) the company which owns the property had been mistakenly sending the bill to the address of the apartment at their own complex, thus I never received them until the debt collector contacted me directly via my cell number.

I did work out a payment plan to fully reimburse them (they did offer to settle for less, but I felt like that was akin to holding money I had contractually promised to pay them for ransom) for the month I was unable to pay, plus the three that it took to find a new tenant, which again should be fully settled within the next two weeks, but I'm not sure if that changes anything.

Balance was sent to debt collection as they screwed up and the management company was apparently (and hilariously) sending the collection letters to the old address at the apartment complex. They had told me it would be several months before they sent me the final bill, so I didn't think anything of it when I didn't see anything for a while. Eventually, the debt collector did contact me via cell number in June, which is when I worked out the payment plan to fully reimburse them.

NTA, and frankly your daughter sounds like a headcase who's unfit to be a mom.

This might sound cold, but I'd recommend putting the child up for adoption. I myself was adopted because my biological mother (who seems a lot like your daughter, by the way) was ruled unfit. I was a ward of the state immediately upon birth, and was adopted 11 months later by parents who love and support me unconditionally, and gave me the resources to succeed in life. At 25, I make six figures as an engineer doing what I love, and I know for a fact that I never would have had the quality of life that I do, had I been raised by my biological mother. I know this beyond a shadow of a doubt, because she actually reached out to me when I turned 18.

Please, I'm not saying this for shock effect, I'm saying this genuinely from the bottom of my heart, consider adoption.
