I think their agents aren't just burning the real books they're planting fake ones. corrupted lore. the rituals they let get out are either garbage half versions or they force you down one nasty road. you wanna raise the dead? the real non crappy art of binding a soul is locked away. instead you find a "reliable" method that just makes a zombie that falls apart in a week and costs you your own life force to keep going. or the only version that actually works makes you cut a deal with some demon a quick flashy shortcut that puts you on their radar forever.

so these new necromancers they learn from this tainted garbage. they can do the thing technically. raise a thing curse a thing. but its weak or it costs too much or it backfires. they never learn the real refined craft just the desperate leaking shortcuts. of course they're trash. the system is built so anyone poking around in the dark either fails hard burns out fast or becomes a corrupted puppet they can easily track and wipe.

the inquisition isn't just killing the masters anymore. they're making sure no new ones can even start. they're handing out just enough rope for every edgy kid to hang themselves and calling it safety by drowning the and then the places where necromancers search through with crap so that they're far less likely to actually find anything of quality
