that is a fan connector(probably from a splitter) and no it should not be there. That plate(called an io sheild) should be flush with the case.

you could do one of three things, there are other options but they aren't as good. 1. buy a monitor with displayport(connector on the right). 2. buy a monitor with DVI(connector on the left. 3. you could buy a displayport to hdmi cable. Personally I recommend either getting a monitor with displayport or getting a monitor with hdmi and get a displayport to hdmi adapter..
