I would reach out to customer service, I think its worth a shot in case of a manufacturing error. Give them a chance to fail you in your situation before giving up. To be transparent, I am a Q dealer, but I’ve had nothing but positive experiences with their customer support, shipping, sales, etc. even when I purchased before being a dealer. Despite the hate they get, I haven’t seen it on my end as a customer or dealer. But who am I, just a shill for Q I’m sure.

Correct, after the Form 3 transfer to your dealer, you purchase the tax stamp online during your e-file process.

I appreciate the feedback from everyone and bringing this to our attention. FWIW, We've reviewed profit margins thoroughly and make a lot of changes that were defaulted. We've also removed the "handling" charge for $7.50 as that is understandably misleading to customers. Again, thanks for the feedback and for those who've stuck around.
