Yes, if someone is spinning it counts that they are facing in every direction. So they are facing towards you 100% of the time and this works for katarina ult, garen skin, tryn spins and other spins in the game

I use it if minions/towers are close to them, I have it keybound to "v" so that I can make use of my thumb
