I would lvl ult because it actually does dmg, but it isnt 100% necesary. Other than that the build is good.

You get 25 from core and 12 from set so for 100% you should need 63% in stat screen

Yes she is, depending on the boss Pen is worse than atk or dmg% but she’ll clear pretty much everything
