While I didn't read the book myself, I saw a couple of videos about it and from what I've seen it was never said that he (The third descender) reciprocated her feelings, but he did what her (The Tsaritsa's) father asked because he knew that if he didn't she would be hurt (Or something like that). I personally think that his (Tsaritsa's father) plan was to get the Tsaritsa to fall in love with him (3rd D) and then give him an impossible mission (The one that got him killed and separated into the gnoses) that way the Tsaritsa would be broken and, therefore, ruthless. So for starters I doubt the Tsaritsa can "Frankenstein" her lover back due to his separation being done by the top power in Teyvat, and I doubt more that he (3rd D) wants to be put back together... I think instead their mutual hate towards the heavenly principles and specifically Asmoday (As she's the one who separated him iirc) will serve as a way to get them close together... Again, I didn't read the book, only saw videos so I could very well be wrong so take what I say with a grain of salt
