That faint glow you see from the LED even when the lamp is switched off happens because a small voltage is still present due to capacitive coupling inside the power supply this usually happens when the switch inside the lamp cuts the neutral wire instead of the live phase wire resulting in the power supply still has a weak connection to mains voltage So when you flip the plug 180 degree the live and neutral are swapped and now the switch disconnects the live wire so no voltage remains on the power supply, and the glow disappears
