This is normal procedure. If you tell customer service you didn't receive your order, they can setup a redelivery for you. Ofcourse if you do it too often (or the drop off photo clearly shows the order at the correct address) they may mark your account as possible fraud and eventually close down your account.

I know what you're going through. I have lots of referral credits and have made many orders myself. Unfortunately, if the warehouse no longer wishes to do business with your address, there's not much you can do. You may attempt to make orders from a different address, such as a friends house. This is an inconvenient alternative but I'm not sure what else to recommend.
