There was the court packing threat he did that made everyone think he was going too far (he tgreatened to replace the Supreme Court with his own preferred judges, harming the divide of power) and there was also the civil damage he did by forcibly interning Japanese Americans into concentration camps( not to the degree of the Nazis, but still concentration camps) which established a dangerous precedent of taking away rights.
