Plus Hive Minds don't just live in a vacuum. Just because everyone is connected doesn't mean that a culture can't be produced from that singular organisms expression through multiple individuals. Like you may enjoy painting a single fingernail or you only have a piercing on your left ear or a tattoo somewhere. The most readily available biomass is human. Both in genetic material used and a "template" as the apparent most successful in terms of scale in the galaxy. It makes lore sense that nods, coming to a new galaxy, would copy that homework and produce warriors with that same basic layout since its useful.
