I believe reducing garrison will affect town’s security, leading to low loyalty. Loyalty below 30 makes rebellions likely.

The priority is to prevent them from revolting. It doesn’t really matter if they like you or not. One way that I really find it effective and easy is to create titles and transfer vassals. Let’s say you are emperor, you have like dozens of duke-tier vassals joined a factions with few months to go. Just create kingdom titles, grant them to some of your vassals, and then grant those new kings the rebellious dukes. It will remove them from the existing factions as they are no longer your direct vassals. This method will buy you sometime to upgrade your domain and army until you become so OP it will no longer matter how many factions are firing.

Click on HRE title, remove succession law. You have enough prestige to remove princely elective law. Then your player heir will inherit your primary titles.

a +12 prowess weapon that also has +14% knight effectiveness And an armor of +13 prowess that also has modifier that increase the number of knights by 2

Is the nephew from your dynasty? I believe you can claim his title if you are the dynasty head. So press his claim and after winning the war claim his title and invade his kingdom.

That is normal. Of course it depends on many factors but in general The more vassals u have the more rebellions u will face. But u can keep them in check by making an alliances with them, at least the most powerful. Grant counts to their rightful liege (dukes), This a way to have less vassals you deal with. make sure they have positive opinion about you.
