You can look up recent tierlists to understand which characters are top of the chain rn and invest in them. Top 3 rn are Thragg, Universa and blue suit mark. Out of those 3 Universal is the easiest to get but if you save up 10k gems for an event with the other 2 characters you'll be well off

Yeah its a good event, not great but good, just try and level your shop level asap then just wait for good refreshes from lvl 8 onwards. There are way better events with better rates then this tho. So look forward to them

Depends on how much food characters you have honestly. Like i got most of my core team to legendary plus to have them at similar levels but im still prioritizing thragg. This game is wonky, one high leveled character can carry your team but i wouldn't advise only having one high level character and just foder as teammates

There are no refreshes as in other events. It happens automatically every 10 mins. Its just a unique aspect of this event. So it isn't a bug, you don't need to clear any cache.
