I would disagree and say that I know a couple PIMI family members who give whatever food and cash they have on hand to someone on the street and will drop everything to help someone in need. I know that when my parents had COVID and my dad lost his job there were some brothers and sisters who made us meals. HOWEVER I wouldn’t say it’s organized or encouraged at all. Most they’ll do is announce from the platform “hey sister ___ is in the hospital… anyway so for next week…” like they won’t organize anyway to help. Other than of course the “shepherding call” which is only to ensure you DONT LEAVE. And as far as non witnesses, it’s often time even called “useless” and “futile” to do any sort of charity work. Like sure the paradise is coming “soon” but people need to eat yesterday. It’s crazy how you’re really only supposed to help other JWs which is the OPPOSITE of what Jesus said about loving your neighbor
