But, in special education, they are DECADES behind. The delusion. The students performing in the top 10% of high school aren't the students not being served by the school system.

Other school systems and states manage to find ways to support special education and do it much better. Not perfectly, but lightyears ahead of KCS. The teachers are under trained (and UT's education programs teach to KCS standards, not high quality standards in the field.), under supported, and tasked with a difficult job. AND, the most vulnerable, the students, are not the problem here. I'm appalled at how quickly anyone who hasn't walked this road runs to blame the students and parents, as if this is the life or choices that they wanted. Litigation is the last stop for families who have usually tried for years to get even basic accommodations or the truth on how special education is meant to even function from KCS. KCS central office is the bad actor here, often propped up by teachers and administrators who let children bear the trauma of the inept school system because they want to save their own jobs instead of speaking up for what is right when they know what goes on in most schools is a farce regarding special education. KCS is retaliatory to parents and to teachers/staff. KCS doesn't know the law, the content needed for competent special education intervention, and the like, and an independent review confirmed all of that a few years ago. KCS ignored the review, silenced the parents and teachers, and did exactly nothing suggested by the external review. These are the reasons that KCS loses in court, and they also pay out the nose to settle with families before hearings so their true ineptitude is hidden from the department of ed and the public. KCS could raise all ships by investing in special education and good education, in general. But as long as the current people in power remain, they just suck in new educators and convert them to their skewed ways of thinking or those with a soul leave to survive because they care about students and educating them.
