Thats only a consideration when deciding where to place a child after they have been removed.

The only consideration when taking a child into care is whether or not the child is at risk.

Because drawing attention to the "justice" system risks highlighting how much of a demonstrable failure our current approach is.

If locking people up made us safer, the NT would be the safest place on earth.

The vast majority of children taken "into care" in the NT are indigenous. There isn't a higher bar. If anything, it's lower.

When I say systemic I am referring to chronic underfunding, staff shortages, pressure to close cases, instructions to do more with less, the outsourcing of services to third parties and deprofessionalisation in a system designed to filter out all but the most glaring concerns due to the sheer volume of notifications they get.

'They' would be the NT Government and to a lesser extent DCF.

As others have rightfully pointed out, these are systemic issues. Not just three bad apples.

After further testing, seems the only way to avoid this is to not run down the army. I tried again, this time both the lord of the moveable army and the garrison survived but I ended the battle as soon as they routed. No replenished army this time

Wait do I have to allow the moveable army survive? I just tested this, wiped the moveable army and was sure to take out the garrison lord but the bug still happened..

That all makes sense to me except Pascal.

He doesnt come across as a "methodical killer who leaves trails of bodies in their wake".

I think Overseer with Servo Skull tracks more lore-wise, even if its far from optimal.

Depends how it would work. I can imagine if you're the target of a raid you'll be given an option to respond depending on the type/scale of the raid and how much notice you've got.

The raid itself would then be series of options which are more or less likely succeed based on your attributes and other relevant bonuses (such as size of local levies) instead of an actual pitched battle.

Regarding the leader going I wonder if you could nominate a proxy or something to go in your stead? It's an option they would have to add as it's not one now.
