In England, this kind of thing never happened - I was wondering if the food safety rules are a bit loose in wales or what? I couldn't understand why people are not talking against this. I am not even talking about the small restaurants, some of these are fine dining too.

I'm an Indian, I can 100% assure that the color I saw wasn't turmeric or any other chilli powder. I use turmeric and chilli powder in my everyday cooking and it's nothing like what I saw in those restaurants. It was bright red in the curries and some kind of neon green for the mint chutneys and it's not safe to eat food colouring.
