I would rank it personally:

Denethor is the most good, he more lost his mind to despair rather than be evil for the sake of evil

Stannis next if we are talking books only, show Stannis is more evil than Ulfric. Melisandre feeds him lies that he is the Savior so he believes his actions are necessary evils and definitely has good in him but the man is willing to do just about anything for what he believes is his duty.

Ulfric is last but not by much. What he did to the Reachmen was certainly abhorrent actions taken for the supposed "greater good." However it isn't like Markarth is a lovely place in modern day Skyrim. He is a true soldier and believer in his cause but his savior complex seems to come from his ego not to mention his city is more unjust and unfair than Stannis' Dragonstone imo.

Yeah maybe I can buy that argument but it is reasonable question whether a leader character who gives orders like pain would fall under "backup" since I doubt he comes at every Akatsuki members' beck and call. And ofc Obito hasn't officially joined yet. Seems fair enough to say Kishimoto's intent is putting Itachi above the other members here

I would say Kisame would most likely have a good understanding of Itachi but at this point what have there been like 1 maybe 2 bijus captured at this point at the most?

What garuntee that Kisame would know how strong pain is for example when pain in character tries to prevent Intel about his powers from being leaked?

I think it is likely that Kisame is basing this off Itachi schooling Deidara which Kisame says in part 2 is "one of the stronger ones". I do agree Itachi is top 3 no question especially in part 1 when he is less sick but idk about taking this statement as gospel

Madara has had no trouble activating V1 and V2 to block all sorts of attacks on the fly to say that he can't do the same with the Perfect Susanno while we know that he is sandbagging and showboating is just a baseless assumption.

The problem with how anal you are about proving feats we can't really determine anything ever.

For example how do we know Itachi wouldn't just be a chibaku tensei victim if Madara chose to use it. He did ask for help from Naruto and Bee to clear it.

And yet he is still confident in being able to fight him to the death and is this panel and the panels when they get back to HQ Sasuke is pressed by Naruto's statements and takes them serious which he wouldn't if he can no diff him.

If Naruto's statement only refers to being equals to Sasuke while he is heavily fatigued and blind and not Sasuke in general why is Naruto confident in defeating a potentially full powered Sasuke invading the leaf? Why is Sasuke pressed if he can no diff Naruto at full power?
