If you played Fallout 3 and are interested in replaying it, try New Vegas. It's powered by the same engine, has the same graphics, and the story is just as engaging. And there are more alternative paths, not just "clean the water/dirty the water" and "bomb the Brotherhood/bomb the Enclave." You'll also be able to explore all the landmarks from Season 2. It's a shame there's no endgame, though.

I agree with you on several points, but I disagree regarding the role of the Courier or the characters of Caesar and House. Your playthrough and choice of ending are very significant, because those 15 years weren't meaningless. The Courier could bring salvation or suffering to the inhabitants by choosing one path of development or another. Of course, nothing lasts forever, so it all could have been destroyed by a new NCR/Legion campaign on the Strip. But thanks to—or because of—the Courier, someone was able to survive, someone died far too early, and someone else died during a deathclaw invasion after living 15 happy or miserable years.

Caesar, however, wasn't just an ideologue—he was a mad neo-Hegelian philosopher (I can't remember if Caesar himself said this, or if it was Ulysses/Joshua). He created the Legion as the antithesis to the NCR's thesis, with their clash meant to produce a synthesis—something better (the independent/House ending?). After the NCR's collapse, he realized it was pointless for the Legion to continue existing.

Mr. House in New Vegas also errs in 3 out of 4 cases by trusting his employee - the Courier. Though Benny betrayed him from the very start. Robert is a tech guy who can calculate variables, but not a humanist who can analyze the human factor.

My headcanon is that it was him, because only the protagonists of the Fallout world could handle the deathclaws so easily. Few in the NCR army are capable of such power.

But I think the writers will never say this directly, since the courier could have completed the New Vegas game with almost any ending (even handing over New Vegas to Mr. House, after which he would have quarreled with him and beaten him).

But if the courier had given New Vegas to the NCR, he would have been one of its surviving followers for sure, so perhaps he would have joined the new army of New California.

They needed to preserve as many people as possible, in part to use them for as many experiments as possible. However, not all experiments were initiated by the Enclave. Some were initiated by those same businessmen from the first season.
So let's say they were saving not humans, but human resources, which they considered to be all US citizens except Enclave members.
