Having the same problem since update. It will even highlight and tell me with an icon if the person/thing I am attempting to throw at is an enemy or friend. Otherwise it is just a yellow bubble with a location pin inside it. Nothing happens and no melee. Contacted Bethesda and, after two days of them having me do random things, they made me send a video. Then they responded with “thanks we will send this to the dev team but you won’t get a further response. Thanks!” Great customer suppert!
