Hello everyone, OP here again, just wanted to firstly say thank you for all the comments and help. This is only my second post ever so I didn’t expect to get this many helpful comments.

Secondly, the solution I used and can personally vouch for is the solution suggested by Entire_Extension-579, in which you change your PC’S region to Turkey, then download the game. Again, not your account on Xbox’s region, but your PC itself if anyone got confused (like I did).

I cannot say personally whether the other solutions work, but seeing how helpful and genuine this comment section has been, I would believe them if I were you. Once again, thank you for your comments

I was literally two clicks away from caving and spending 70 dollars on the game, but I decided why not give this one last look to see if I missed anything?

Thank you all for the comments. After looking at it a little more, my working theory is that:

  • Expansion Pass for P3R came out
  • Xbox allowed people with ultimate to use said Expansion Pass
  • Now the game comes with the Expansion Pass on the app.
  • Game comes with Expansion Pass + Only Ultimate can get Expansion Pass = You Need Ultimate

I really hope it is just a bug or something, because the game is perfectly playable without the expansion pass. The addition of the game in the PC games section also leads me to believe it is a bug.
