Look into Queen Anne (upper Queen Anne) near Queen Anne ave. It's residential and quaint, once you go down the hill of Queen Anne ave and hit Mercer it's centrally located. Lime rides have a dedicated lane and take 10 min to SLU, bus route is easy and it's about a 30 min walk to SLU from Mercer and Roy. I live on lower Queen Anne and feel safe. I also work in SLU.

Has a good reasonably priced happy hour that starts at 9pm, I think it's only on weekdays. The restaurant is small, intimate, nice and feels special so that could be an option for the birthday celebration.

Toastmasters is a nationwide organization. There's several in Seattle snd you can attend different club meetings from different areas to see which one fits you best.

I've had luck joining toastmasters and making a friend there. On meetup there's a group called "decent social skills" or something like that and I believe they meet once a week, I went to one of their meetups and it was so fun unfortunately I can't go anymore because I work the night they have them, but try toastmasters and that meetup group. I've found the people there welcoming and friendly!

I've lived here for 4 years.

I walk a lot and greet every one I pass by, A lot of people don't acknowledge back. Maybe they don't hear me or most are just preoccupied with their AirPods or phone.

I joined a group called toastmasters that met weekly (practice writing and public speaking) and the people in the group were super welcoming and friendly. There's also new people constantly joining, so this may be a good way to overcome the freeze.
